2026 Residential Rates

Providing safe and reliable electricity requires an ongoing investment in the equipment and technology that power our communities. From maintaining power lines to upgrading infrastructure, HPC is committed to providing quality electric service while managing rising costs.

Several factors influence rates, including: wholesale power costs, prices for materials and equipment, investments in technology and reliability, and ongoing maintenance of the electric system.

Updated Time-of-Use Rates
HPC uses a Time-of-Use rate. Rates reflect changes in electricity demand throughout the day. Electricity costs more when demand is higher and less when demand is lower due to the wholesale costs of energy.

The updated residential rates are:*

*Super Off-Peak 11:00 pm – 4:59 am; Off-Peak 5:00 am – 4:59 pm and 8:01 pm – 10:59 pm; and On-Peak 5:00 pm – 8:00 pm, excluding weekends and New Year’s Day, Memorial Day, 4th of July, Labor Day, Thanksgiving Day, and Christmas Day. Off-Peak rates will apply from 5:00 pm – 8:00 pm on weekends and these holidays.
